Bradley Pond Association (BPA)
August 9, 2015 Annual Meeting Minutes
Properties Represented: Elowe, Gerry, Marks/Werther, Proctor, Stein, Winship
- Meeting convened at 10 AM at the Winship’s
2. Jan Marks (Treasurer) reviewed the BPA finances:
a. Starting balance 1/1/15 was $ 7,604.99
b. Deposits were $ 2,565.
c. Bills paid were $ 4,685 ($4,650 to Josh Jones for plowing and $35 to Bob Winship for annual report filing with the State).
d. Current bank balance is $ 5,484.99
e. It was re-iterated that the Association wants to keep the general balance (for emergencies) at $2,000. Thus, approximately $ 3,385 is available for road improvements in 2015.
f. It was unanimously voted to keep the 2015/16 dues as they currently stand ($250 for undeveloped properties and $500 for developed)
g. While generally not an issue, it was also unanimously agreed that a 10% “late fee” will be applied to any dues received after January 31, 2016. According to the by-laws, if dues continue not to be paid, the Association may take action deemed as appropriate for collection and assess interest and legal fees to the property owner(s) accordingly. Please note: Annual bills will be sent out by October 1st and they are due by December 1st.
- Walter Grzyb had provided an email update on the road:
a. Work noted from the 2014 annual meeting was not able to be completed in the fall of 2014 due to timing conflicts with the contractor.
b. The Town of Lovell came in July to grade the road as well as provided a significant amount of gravel to improve various sections of the road.
c. Walter recommended (and the members agreed) that the 1st priority for 2015 is to shore up the culvert on the 2nd stream coming in from RT 5. Walter believes this can be done by extending the current culvert with rocks on the downstream side, widening the road slightly, and grading the road before and after so that water runs off before it gets to the culvert area. BPA members requested that the 2nd priority should be the torn culvert located just after the fork headed to the Winship’s.
d. Walter will work with the contractor on these improvements with a budget (as noted above) of approximately $ 3,385.
e. Members, again, re-iterated the need to keep trucks off the Bradley Pond Road in mud season as there are some full time residents. Discussion about a possible sign at the beginning of the road ensued although it was generally felt this would be ineffective.
- BPA Water Quality and Road “Run-Off”
a. Members reiterated the desire to be vigilant with respect to the Bradley Pond water quality. Bob Winship shared code violation concerns associated with the recent driveway construction across from the boat landing. It was agreed that Walter, Brian and Doug Proctor will work together to determine the appropriate resolution taking into account that the Association covenants and the town ordinances were not observed by the contractor, or apparently the Town, in approving the construction. It was requested that a resolution plan be developed and communicated to the BPA membership by October of this year so that changes can be implemented prior to next spring when run-off is most prevalent. It was also noted that any plans for changes are sensitive to the surrounding properties (thus also the need to communicate prior to any changes being implemented).
- Other Business:
a. BPA members requested that the Annual Meeting date/time be set in April of 2016 to allow for maximum attendance.
b. Joe Mitrani recently put back up the BPA website www.bradleypond.org Please send to Joe any pictures or other materials that you think should be posted. Brian will ensure that the minutes are posted. MANY thanks to Joe for keeping this up and running!
